Expert Witness/Litigation

John Lifflander, ASA, is a Certified General Appraiser who is licensed in multiple states and has appeared before many tribunals for complex valuation disputes. His experience includes working as an administrative law judge for property tax appeals for the Oregon Department of Revenue. He was also an administrative law judge for the Oregon Construction Contractors Board where he adjudicated contested cases against building contractors.

Mr. Lifflander is the author of The Administration of Appeals, a chapter in the Assessment Administration book published by IAAO. He has taught expert witness classes, and has testified in highly complex valuation cases.
